In Jujutsu Kaisen chapter 211, a new Culling Game rule is put into effect, and Tsumiki Fushiguro makes a triumphant comeback. The mangaka Gege Akutami’s distinctive twist at the end exposes a startling shift in Tsumiki’s personality, ruining what would have been a heartfelt chapter.

A sorcerer from the past has been reincarnated in Tsumiki, according to her attitude and many other facts from Jujutsu Kaisen chapter 211. She might also be the current Host of the Game Master of the Culling Game, which is also a significant possibility. Megumi informs Yuji in Jujutsu Kaisen chapter 211 that making it illegal for sorcerers to join or leave the colonies is useless because the Culling Game doesn’t specifically prohibit it.

Barriers around the colonies are in charge of preventing entry and leave as well as teleporting players to random locations within the colony when they enter. They then decide to include a clause allowing players to exit the Culling Game provided that someone else joins in their stead. 

The Game Master, through Kogane, thinks that this is insufficient and adds a further stipulation to that rule, requiring the player to pay 100 points in addition to a substitute to quit the Culling Game. Megumi consents to that, and Maki enters Colony No. 1 with Tsumiki and Ijichi, who will take Tsumiki’s place. Itadori refers to Tsumiki’s teleportation to Megumi upon entering the colony as a “stroke of luck.” 

Tsumiki instructs her Kogane to create the ostensibly meaningless rule about allowing players to freely exit and enter the colonies when Megumi grants her 100 points to abandon the Culling Game. Megumi realizes at this time that this individual is not his sister. Rules 6 and 7 specified that in exchange for 100 points, the players could bargain with the game master to add a regulation.

The Game Master may, to some extent, alter the clauses, but they must still permit the rule to stand if it has no long-term impact on the game. This means that the Game Master has some leeway in defining what constitutes a long-lasting effect because all three of the rules that have been permitted thus far have this effect.

Additional details regarding the Game Master were revealed when Yuji and Megumi’s squad traveled to visit Tengen in Jujutsu Kaisen chapter 145. The Binding Vow that Kenjaku had to sign to achieve his aim of fusing mankind with Tengen forbade him from serving as the Game Master. By doing this, it was made possible for Kenjaku to move around throughout the Culling Game and for it to continue even if he passed away.
